Issue/Purpose/Summary: The Authors of this Paper Designed and Implemented a Complete Library System to help users of libraries in universities and colleges have ready access to the library, this gives a complete solution to the difficulty of having to liaise with a librarian or get on the computer to access the resources just from the comfort of users mobile phone the user can have access to the entire library.

The title of this paper is clear and appropriate to serve its purpose.

The abstract is specific, represents the article and in the correct form.

The writers took time to make explanations in details through the introduction, giving reason for the system to be developed, considering the fact that as human we are getting used to other form of technology, creating the same path for a library is worth it.

This prompted the author to develop a Mobile Library APP, made research to see its usefulness with student, made suggestions on further improvement.

The research though based on National University of Tainan in Southern Taiwan can be replicated anywhere in the world, the research is adequate and can be used to make decision for a Mobile Library APP irrespective of the location.

The work done in this paper is a good place for any meaningful developer or organization to leverage on to develop some more robust system, that will not only easy the library system but also aid users to see reason to use the library.

The purpose of this paper is clear and at the conclusion the authors adequately gave a solution that will not only help in making informed decisions but will also help to provide solutions.
